1) Equivalent to:
return os << std::format(os.getloc(), STATICALLY-WIDEN<CharT>("{:L%F %T}"), tp);
where STATICALLY_WIDEN<CharT>("{:L%F %T}") is "{:L%F %T}" if CharT
is char, and L"{:L%F %T}" if CharT
is wchar_t.
